收支管理是否合法与行政法人责任关系从1999年起,国家和各省、市相继出台了对党政领导干部任期经济责任审计暂行规定。随着社会法制化的日益完善以及党内监督的从严要求,江苏省宿迁市从2006年初起,又开始对乡科级党政领导干部进行“任中经济责任问责”考核。
