党的十七大报告第一次把反腐倡廉建设与党的思想、组织、作风、制度建设一并确定为党的建设的基本任务,这是从提高党的执政能力、保持和发展党的先进性的全局高度作出的重大决策。充分表明党已经将反腐倡廉放在了更加突出的位置,同时也表明反腐倡廉必须走注重建设的道路。全市各级各部门一定要提高认识、扎实工作,全面推进反腐倡廉建设。
