创业风险投资和多层次资本市场作为促进企业自主创新的基本要素,是促进自主创新战略实施的有效保障。为此,建议尽快推出创业板市场,加快股权代办转让系统的推广,同时出台相关政策鼓励社会资金参与创业风险投资并改善创业风险投资机构投资于初创期科技型中小企业的政策环境。
Venture capital investment and multi-level capital market as the basic elements to promote independent innovation of enterprises are the effective guarantee to promote the implementation of independent innovation strategy. To this end, it is recommended that the GEM be launched as soon as possible to speed up the promotion of the equity transfer system. At the same time, relevant policies should be promulgated to encourage social funds to participate in venture capital investments and to improve the policy environment in which venture capital firms invest in start-up science and technology SMEs.
