东莞市人民政府令第125号《东莞市地下管线管理办法》已经市人民政府同意,现予发布。市长袁宝成东莞市人民政府2012年8月24日第一章总则第一条为加强本市地下管线工程管理,规范地下管线规划建设行为,整合和利用地下管线信息资源,确保地下管线安全运行,根据《中华人民共和国城乡规划法》、《中华人民共和国公路法》、《中华人民共和国建筑法》、《城市道路管理条例》、《公路安全保护条例》、《广东省公路条例》及《城市地下管线工程档案管理办法》等有关法律法规的规定,结合本市实际,制定本办法。第二条本办法适用于本市行政区域范围内地下管线工程的规划、建设、信息管理及相关活动,但海域的地下管线除外。第三条本办法所称地下管线,是指建设于城市地下的给水、排水、燃气、供热、电力、通
Dongguan City People’s Government Decree No. 125 “Dongguan Underground Pipeline Management Measures” has been approved by the Municipal People’s Government and is hereby issued. Mayor Yuan Baocheng Dongguan City People’s Government August 24, 2012 Chapter 1 General Provisions Article 1 In order to strengthen the management of underground pipeline projects in this Municipality, standardize underground pipeline construction and construction activities, integrate and utilize underground pipeline information resources, and ensure the safe operation of underground pipelines. According to “The People’s Republic of China Urban and Rural Planning Act”, “PRC Highway Law”, “PRC Building Law”, “Urban Road Management Regulations”, “Road Safety Protection Regulations”, “Guangdong Provincial Highway Regulations” and “Urban Underground The provisions of relevant laws and regulations, such as the Measures for the Administration of Archives of Pipeline Projects, shall be formulated in conjunction with the actual conditions of this Municipality. Article 2 These Measures apply to the planning, construction, information management and related activities of underground pipelines within the administrative area of this Municipality, except for underground pipelines in the sea area. Article 3 The term ”underground pipelines" as used in these Measures refers to water supply, drainage, gas, heating, electricity, and power supply built underground in cities.
