现代政府采购不仅是财政管理手段,同时也是国家在市场经济条件下实行宏观调控的一种有效工具,更是财政管理制度的一次重大创新。由于我国政府采购开展时间不长,处在一个不断探索阶段,虽然在大力推进期间取得了明显的成效,但距理想目标还有相当大的距离。在此,就我国地方政府采购的状况进行分析,并针对当前政府采购制度中存在的问题提出对策。
Modern government procurement is not only a financial management tool, but also an effective tool for the macro-control of the state under market economy conditions. It is also a major innovation in the financial management system. Due to the fact that government procurement in our country lasted only a short time, it was in a continuous exploration stage. Although significant achievements were made during the period of vigorous promotion, there was still a long way to go before the ideal goal was achieved. Here, we analyze the situation of local government procurement in our country and put forward some countermeasures to the existing problems in government procurement system.
