林业部野生动物和森林植物保护司于1990年12月5日至9日在昆明市召开了全国森林病虫害防治工作汇报会,会上总结交流了1990年的森防工作,讨论了森防体系建设问题,研究了1991年的防治任务。为了让更多的同志了解这次汇报会的精神以及部里今年森防工作的部署,现将保护司马驹如副司长撰写的“全面实现目标管理 进一步提高防治水平”(1991年1月29日《中国林业报》)一文转载如下,希望各地在工作中认真贯彻执行,为实现控制、扭转森林病虫害严重发生发展趋势的总目标而努力工作。
