小学思想品德课自1981年开设至今已十年。十年来,我市思想品德课教学改革坚持了正确的方向,取得了十分显著的成绩,在小学德育中发挥了重要的作用。开设与发展思想品德课开设以来,经历了三个阶段。第一阶段为1981~1983年,是开设与步入正轨的阶段。当时,原教育部决定将小学政治课改设成思想品德课,并颁布了教学大纲试行草案,强调要有计划地、比较系统地对学生进行政治思想教育和道德品质教育。我市随即贯彻这一精神,在全市范围开课,并编写了教师用书,组织了教师培训,使思想品德课教学初步走上了正轨。第二阶段大致于1984~1987年,主要是教学内容的改革。国家教委对大纲试行草案进行了修订,摒弃了小学生难以理解的政治概念和脱离小学生实际的说教内容,强调了对学生个性心理品质的培
