The “Decision on Some Issues Concerning the Perfection of the Socialist Market Economic System” passed at the Third Plenary Session of the 16th CPC Central Committee put forward a series of new theoretical ideas for improving the socialist market economic system. Among them, five major aspects are closely related to state-owned enterprises. First, they put forward the scientific outlook on development that insists on people-oriented, comprehensive, coordinated and sustainable development.
