随着我国经济体制改革进程和市场化的逐步深入,医疗卫生行业的效率低下日益凸现。由于医疗卫生服务需求的弱弹性,虽然消费者不能通过退出表示不满,但呼声却是越来越大。压力之下,医疗体制改革便顺理成章地被提到议事日程。同时,越来越多的研究者注意到了在医疗卫生服务行业中引入竞争机制的重要性,并正确地指出了引导医疗卫生事业发展的政策框架应当尽可能地富有灵活性,特别是应当给地方政府以充分的自主权,以竞争为导向,允许多种医院组织形式的出现和存在,在竞争中实现自我秩序的规范。在这样的背景下,国有医院与地方政府或其主管部门之间的经济关系应该如何适应新的竞争形势便是一个值得研究的问题。
With the gradual deepening of China’s economic system reform and marketization, the inefficiency of the medical and health industry has become increasingly prominent. Due to the weak elasticity of demand for medical and health services, although consumers can’t express dissatisfaction through withdrawal, their voices are getting louder and louder. Under pressure, the reform of the medical system will naturally be referred to the agenda. At the same time, more and more researchers have noticed the importance of introducing competition mechanisms in the medical and health services industry, and correctly pointed out that the policy framework for guiding the development of medical and health services should be as flexible as possible, and should be given to local governments in particular. The government takes full autonomy and competition as its direction, allowing the emergence and existence of various forms of hospital organization, and realizing the norm of self-order in competition. In this context, how should the economic relations between state-owned hospitals and local governments or their competent authorities adapt to the new competitive situation is a question worthy of study.
