日前,洪虎省长在全省计划和经贸工作会议上讲话,提出发挥后发优势,推进和实现跨越式发展。一、要全面理解跨越式发展在省委七届五次全会上,我受省委常委委托,做了关于“十五”计划建议的说明,提出发挥后发优势,推进和实现跨越式发展是我省“十五”经济社会发展的总体要求。所谓跨越式发展,是指落后地区在特定条件下直接借鉴和吸收先进技术和经验,快速缩小和先进地区的差距,实现经济发展水平整体跃升的一种发展方式和发展过程。跨越式发展最终的结果必然实现快速发展,但快速发展不一定完全体现跨越式发展的要求,跨越式发展有新的丰富内涵。我认为有五个方面:(一)科学技术发展阶段的跨越。科学技术是第
