2006年,国家电网公司将加快跨区电网发展,努力实现“两个标志、两个确保”的工作目标,即以交流特高压试验示范工程开工建设、三沪直流双极投入运行为标志,确保23项工程近期投产,14项工程按期开工。 2005年国家电网公司实现了华中电网与南方电网、西北电网、华北电网的联网;加强了华中电网与华东电网的联网,东北电网和华北电网的联网,全国电网互联的格局基本形成。根据国家电网规划,“十一五”期间跨区电网的建设重点是:大力推进特高压电网建设,建设晋东南-陕北、晋东南-北京、荆门-武汉、淮南-上海1000kV交流工程,共计线路4200Km,变电容量39 GVA,开工建设金沙江一期送出±800 kV直流工程;加快跨区联网工程建设,全面建成三峡输变电工程、阳城输电系统加强、三万线加装串补、神木一二期和府谷一期送出、三峡地下电站送出等500 kV交流工程;建设三峡-上海、东北-华北背靠背、呼伦贝尔-辽宁、西北-华北、西北-四川、灵宝背靠背扩建和葛沪增容改造等500 kV直流工程;大力发展西北 750 kV电网,结合拉西瓦水电、哈密煤电等电源送出工程,逐步在西北建成750 kV主网架。
