从世界各国社会福利发展的一般规律看,社区服务与专业社会工作实质上是一体两面的东西,前者是一种即定的服务模式,后者则是以专业手法操作服务的运用过程.但是在我国由于各种历史原因,社区服务和专业社会工作虽同时起步,但却没有在一条轨迹上并行发展,一个是政府行为,强调近期的改革效果;一个是专家行为,坚守长远的科学原则.本文试图从分析我国社区服务与专业社会工作分离的原因入手,讨论两者组合的动力因素及基本策略.
Judging from the general laws governing the development of social welfare in various countries in the world, community service and professional social work are essentially one and the same thing. The former is a kind of immediate mode of service and the latter is the operation of using professional methods of service. However, Due to various historical reasons, our community service and professional social work started at the same time. However, they did not develop side by side on the same trajectory.
