Earthquake workers are faced with the complex problems of designing safe and practical structures under highly uncertain circumstances of the seismic environment. In the traditional seismic design, the use of structurally non-elastic ductile design to resist rare strong earthquakes has been widely adopted. However, the interactions between ground motion characteristics and structural characteristics, as well as structural reaction parameters, are not well understood, and the corresponding degree of change is not well understood.
