由于制度、资源等结构性因素的限制,我国社区参与的各方主体的参与行为都存在不同程度的有限性。以当前社区参与的有限性作为现实基础,构建一个符合我国现实国情的有限社区参与框架,即由政府和社区组织统一、灵活地制定社区参与制度,因地制宜地向社区配置资源,组织利益相关居民参与社区事务,能够切实改善社区参与的效果并提高社区和社会管理的效率。
Owing to the limitation of the system, resources and other structural factors, the participation of all the parties involved in the community participation in our country is limited in varying degrees. Taking the current limited participation of the community as a realistic basis, this paper constructs a framework of limited community participation that is consistent with China’s actual conditions. That is, the government and community organizations should make a unified and flexible community participation system, allocate resources to the community and organize participation of stakeholders Community affairs can effectively improve the effectiveness of community participation and enhance the efficiency of community and social management.
