据悉,《福建省促进革命老区发展条例》将于12月1日起施行。该条例是福建省第一部有关促进革命老区发展的地方性法规,其中开展红色旅游、实施“五老”帮扶等内容具有鲜明的福建特色。条例指出,县级以上地方政府应当把促进革命老区发展纳入国民经济和社会发展规划及年度计划,及时解决革命老区发展中的困难和问题,其工作经费列入本级财政预算。
