入世后,地方政府如何应对挑战,适应WTO规则的要求是当务之急。从长远看,入世将对经济和社会生活产生深刻的影响,政府职能也要因此转变。转变政府职能,就是要进一步理顺“四个关系”:即政府与市场,政府与企业,政府与行业协会、中介组织,行政手段与经济手段、法制手段的关系。转变政府职能,一是向有限转变;二是向守信转变;三是向透明转变;四是向责任转变。具体地说要从以下方面着手:第一,增强政府培育、引导、规范和监督市场的功能,
After China’s accession to the WTO, it is imperative for local governments to meet the challenges and meet the requirements of the WTO rules. In the long run, accession to the WTO will have a profound impact on economic and social life and the transformation of government functions.
