突发公共事件的解决面临着许多复杂与困难,单凭政府难以独立完成,政府与非政府组织的协同非常重要。本文研究政府与非政府组织联动信息系统的建设策略,首先从应急生命周期理论和信息系统演进理论进行理论建模,编制调研问卷。然后通过配对调研分析,对政府和非政府组织双方进行定性实证调研和编码分析,得出政府和非政府组织联动应急系统的建设策略。研究从交叉学科的视角,丰富了应急管理信息系统的理论体系。
The solution to public emergencies faces many complications and difficulties. It is very difficult for the government to accomplish it alone. It is very important for the government to work with non-governmental organizations. This paper studies the construction strategy of linkage information system between government and non-government organizations. Firstly, it makes theoretical modeling from emergency life cycle theory and information system evolution theory, and prepares questionnaire. And then through the paired research and analysis, the two sides of the government and non-governmental organizations conducted qualitative empirical research and coding analysis, draw the government and non-governmental organizations linkage emergency system construction strategy. The research enriches the theoretical system of emergency management information system from the perspective of interdisciplinary studies.
