随着全球经济一体化进程的加快,各国都意识到水资源越来越成为与土地和能源同等重要的、影响经济社会发展的战略资源。全世界不少地方水资源严重匮乏,而同时水资源的浪费又非常惊人,给人类未来的生存带来了危机。就如何解决缺水的问题,国内外专家学者们根据水循环理论,提出了科技研发的设想并进行了有益的探索和尝试,取得了一定的实效,为我国解决水资源问题提供了宝贵经验。
With the acceleration of global economic integration, all countries have realized that water resources have increasingly become strategic resources that are as important as land and energy and affect economic and social development. In many parts of the world, there is a serious shortage of water resources, meanwhile the waste of water resources is extremely alarming, posing a crisis to the survival of mankind in the future. On the issue of how to solve the problem of water shortage, domestic and foreign experts and scholars have put forward the tentative plan for scientific and technological research and development based on the theory of water cycle, and have made useful explorations and attempts. Some achievements have been made, providing valuable experiences for solving the problem of water resources in our country.
