俄罗斯具有丰富的自然资源和工艺潜力。为了民族的经济福利,需要保护资源,开发其潜力,谨慎地利用自然,人文和智能财富以及合理的经营开发制度。为此国际交换及外国投资问题就成为关键课题之一。 若不深入持久地参与国际劳动分工,不与商品、服务、资金、劳动力及科技信息等的国际动态紧密相联,没有一个国家能在现代世界上立足。为了适应采掘工业的投资服务需求,吸引外国资金已成为全世界的实践活动。现阶段在外国投资者或国际项目范围中,销售科技研究成果已成为常事。在现代化标准基础上要发展民族经济,如没有智能、劳动力的国际交换,不吸引外资,同时出口本国资金及工艺是行不通的,这是在全球范围内都适用的道理。
Russia is rich in natural resources and technological potential. In order to benefit the national economy, resources need to be protected, their potential developed, and prudent use of natural, cultural and intellectual wealth and a sound management system should be developed. Therefore, the issue of international exchange and foreign investment has become one of the key issues. Without deep and lasting participation in the international division of labor and not with the international dynamics of commodities, services, money, labor and technological information, no country can gain a foothold in the modern world. In order to meet the investment service needs of extractive industries, attracting foreign funds has become a worldwide practice. At this stage in the field of foreign investors or international projects, sales of scientific and technological research has become commonplace. To develop the national economy on the basis of modern standards, such as the lack of intelligence and international exchange of labor, the failure to attract foreign investment and the simultaneous export of domestic funds and technology will not work. This is a principle that is applicable globally.
