经济特区面对优惠政策普惠化、资本流动市场化、先行先试分散化、“特”的意识和行为淡化等压力与挑战,必须探寻继续“特”下去的应对之策。经济特区“特”的内容主要表现在四个方面:特殊使命、特殊政策、特色体制、特色文化。厦门经济特区的特殊使命有三大项:一是承担改革创新的重任,通过先行先试为建设有中国特色社会主义作出贡献;二是承担带动发展的重任,把厦门建设成为我国东南地区重要的中心城市,带动东南区域的经济发展;三是承担促进两岸统一的重任,把厦门建成对台工作基地,在完成祖国统一大业中发挥特殊的作用。这三大特殊使命应体现在主动“特”,注重原创性,坚持“又快又好”的特区发展指导思想,找准发展定位等厦门的规划、决策和对策当中。
Special Economic Zones in the face of the preferential policies of universalization, capital market liberalization, pre-emptive decentralization, “special” awareness and behavior desalination and other pressures and challenges, we must explore to continue “special” response to the policy. Special economic zones “special” content mainly in four aspects: special mission, special policies, distinctive system, distinctive culture. Xiamen Special Economic Zone has three special missions: one is to undertake the important task of reform and innovation, and make its contribution to the building of socialism with Chinese characteristics through pilot testing; the other is to assume the important task of boosting development and make Xiamen an important center in the southeast region of China Cities and drive the economic development in the southeast region. Thirdly, to assume the important task of promoting cross-Strait reunification, to build Xiamen into a base for Taiwan operations and play a special role in the accomplishment of the great cause of reunification of the motherland. These three special missions should be reflected in the initiative, “special”, focus on originality, adhere to the “fast and good” SAR guiding ideology, identify the development orientation of Xiamen, planning, decision-making and countermeasures.
