东北老工业基地的调整、改造和振兴是我国新时期具有全局性和前瞻意义的重大战略举措。东北老工业基地在提高国有企业效益、调整产业结构和招商引资的“软环境”方面存在一些突出的矛盾和问题。本文从不同视角,着重总结分析了影响东北老工业基地招商引资中存在的普遍性问题,并提出了相应的意见和建议,认为21世纪的东北老工业基地将成为我国最具潜力和活力的新兴投资热点地区,东北三省应为更大规模的招商引资创造优良的环境。
The adjustment, reform and rejuvenation of the old industrial base in northeast China are major strategic initiatives of overall significance and forward-looking significance in the new era of our country. There are some prominent contradictions and problems in the “soft environment” of northeast old industrial base in improving the efficiency of state-owned enterprises, adjusting industrial structure and attracting investment. This article, from different perspectives, focuses on the analysis of the common problems that affect the investment attraction of northeast old industrial bases, and puts forward corresponding opinions and suggestions. It holds that the northeast old industrial base in the 21st century will become the most potential and dynamic emerging country in our country Investment hot spots, the three northeastern provinces should create a good environment for a larger investment.
