自1979年以来,我国出口产品屡遭国外反倾销投诉和制裁,其数量已达130多起。 1993年4月,墨西哥对我国10大类涉及4000多种产品进行反倾销调查,成为世界反倾销史上绝无仅有的反倾销案。 遭受反倾销投诉和制裁的产品出口额大幅度下降,其中一些甚至完全退出投诉国的市场。 由于没有一部《反倾销法》,使我国无法与投诉国抗衡,削弱了我国谈判的力度。
Since 1979, China’s export products have been repeatedly subjected to foreign anti-dumping complaints and sanctions, the number has reached more than 130. In April 1993, Mexico conducted an anti-dumping investigation on more than 4000 kinds of products in 10 major categories in our country, making it the only anti-dumping case in the world anti-dumping history. Exports of products subject to anti-dumping complaints and sanctions have dropped significantly, some of them even completely withdrawing from the markets of the complainants. The absence of an “anti-dumping law” prevented China from contending with the complaining country and weakened the negotiation power of our country.
