我国经济的高速增长与资源配置低效率相伴随,有其深刻的体制根源。转变经济增长方式意味着改变要素组合,提高配置效率。该文对于现阶段政府和企业为什么存在“粗放”偏好、政府和企业在资源配置中的作用边界、推动经济增长方式转变的主体、市场价格机制何以扭曲等问题给予了回答,并做出了将政府资源配置量控制在适当水平,推进政府改革,深化资源性产品和要素价格改革,加快转变经济增长方式的结论。
