为了避免以往各种方法在贫困标准上的主观性、模糊性,这里提出利用改进的ELES模型来测算城镇居民贫困线。ELES模型将人的的需求划分成基本需求和超基本需求两大部份,而基本需求能否满足,正是我们判断贫困与否的基本准则。
In order to avoid subjectivity and ambiguity of poverty methods in the past, the proposed ELES model is proposed to measure the urban residents’ poverty line. The ELES model divides people’s needs into two parts: basic needs and ultra-basic needs. Whether the basic needs can be met or not is precisely the basic guideline for us to judge poverty or not.
