“七五”期间,国家在财力紧张而采取“三保三压”的情况下,逐年增加了治淮基本建没的投入。据统计,“七五”前三年的投资,已超过“六五”总和的百分之五十。另外国家还在开辟新的途径来增加治淮投入,已经安排落实的有利用棉花以工代赈治淮;正在考虑和争取的有耕地占用税和利用中低档工业品以工代赈等投资渠道。但由于治淮问题复杂,各种矛盾较多,工程项目繁多,所需资金庞大,国家一时难以满足。如何把有限的资金,用在最急需的地方,发挥最优的经济效益、社会效益和环境效益,这一十分重要的问题就摆到了我们面前。近年来,随着国家经济体制改革的不断深入和完善,治淮基本建设管理改革也取得了一定成就,其最显著的一条就是落实了投资包干责任制,今年正在建设的十三个部直属直供和中央补助
