现阶段,我国农村基层民主政治主要有两种表现形态,一种是国家形态的乡镇人民代表大会,另一种就是非国家形态的村民委员会等群众民主自治组织。认真贯彻执行《村民委员会组织法(试行)》,坚持实行村民自治,对于提高农民群众的整体素质,实现其当家作主的民主权利,促进农村经济的发展和社会的全面进步,维护农村社会的长期稳定,都具有十分重要的意义。本文就当前农村在贯彻村委会组织法,发展村民自治工作中所反映出来的问题及解决的途径作一探讨。
At this stage, there are mainly two kinds of manifestations of the grassroots democracy in rural areas in our country. One is the people’s congress of towns and townships in the state and the other is the democratic self-government of masses such as the village committees of non-state forms.
