目前,在刑事侦察工作领域探讨刑事侦察工作方针的论述还不多见,我斗胆在这里提出这个问题,顾虑重重,恐怕既有班门弄斧之嫌,又有标新立异之虑。但是,为了推动刑事侦察工作取得新的、更大的进展,活跃刑事侦察工作理论研究,引起专家、学者和同行的兴趣,便拙劣成文,意在抛砖引玉,以便共同商榷,取得共识。1978年全国第三次治安工作会议,确定刑事侦察方针是“依靠群众,抓住战机,积极侦察,及时破案”。这个方针对指导侦察破案和刑侦建设,都取得了不可磨灭的功绩,对推动刑事侦察理论研究和培育刑侦战线新兵,起到了刑侦事业历史上的先河作用。但是,时代在前进,刑事犯罪在变化,刑侦工作在发展,而作为刑事侦察工作方针,也不会一成不变。
At present, there are still few expositions on probing into the work principle of criminal reconnaissance in the field of criminal reconnaissance work. I boldly raised this issue here. I am afraid that I will find both suspicions and unconventional considerations. However, in order to promote new and greater progress in criminal reconnaissance work, active investigations in criminal reconnaissance work have aroused the interest of experts, scholars and peers and they have made a clumsy proposal to start a discussion so that consensus can be reached. The third national public security work conference in 1978 established the criminal reconnaissance policy as “relying on the masses, seizing fighters, actively investigating and promptly resolving cases.” This guideline has made an indelible contribution to the guidance of reconnaissance and criminal investigation and criminal investigation, and has played a precedent role in promoting the research of criminal reconnaissance and fostering new recruits in the criminal investigation front. However, the times are moving forward, criminal criminals are changing, and criminal investigation work is developing. However, as a criminal reconnaissance working guideline, it will not remain unchanged.
