一、前言 日本的港口建设、管理及经营主要包括以下内容:(1)港口的建设、维护管理等有关港口基础设施业务;港口装卸、集疏运、仓储、配送、理货、计量、船舶供水、供油、拖轮的使用、引水作业等有关的港口服务业:(3)海上保安、港口警察、废弃物及水质的监测等港口安全及保安方面的业务。这些业务的实施主体因国家不同、时期不同而不同。
