我们认为,区(县)教科所(室)是一个区(县)级教育科学的研究与管理机构。它既要进行教育科学研究,又要进行科研管理。科研管理主要是指对科研课题的管理,而课题管理通常是学术管理,它要求管理者要有一定的学术水平。所以管理者也应参与课题研究,熟悉基本的教育科研理论与方法。课题研究和课题管理是相互联系和相互促进的,但就研究工作和管理工作的关系而言,研究工作更处于基础与核心的地位,离开了研究去谈管理,其管理也将是一般化的行政性的或不深入的。
