目前各省,正在根据中央的土改法令,在划定的土改地区,积极进行土改的准备工作。大家业已了解不经过准备或不认真地进行准备而草率地进行土改,是不允许再犯的错误了。土改是要在农村中改变以地主阶级封建剥削为基础的不合理的社会制度,而建立新的以「耕者有其田」为内容的社会制度。土改是一个比普通军事作战还要复杂、还要艰苦、其规模还要巨大的战争,是人民民主革命的第二场系统的激烈的严重斗争。中南区今冬约有五千万左右人口地区要实行土改。这样巨大规模的革命斗争,是在解放不及二年的新区条件下进行,应比华北毗邻老解放区的某些新区还要更加慎重、更加系统地进行准备,这是不容置疑的。所谓大局已定,地主已愿自动拿出土地,毋需准备,「迟改不如早改」的思想,是不实际的和无根据的。具有这种看法的人,是因为过低地估计了地主阶级对土改必然进行的抵抗,过高的估计了所谓大局影响,不知革命胜利固可以减少地主阶级的抵抗,但绝不会使地主阶级完全放弃抵抗。而为了克服地主阶级的抵抗,并且还要善于克服这种抵抗,使土改有领导有秩序地完成,只有使群众与干部有充分的准备之后才能做到。今天五千万人地区土改工作能如计划地做好,取得第一批胜利,就将大大有助于第二批第三批土改的胜利。

It is beyond doubt that preparations should be made more cautiously and in a more systematic way than some new zones adjacent to the old liberated areas in North China. The so-called overall situation has been set and the landowners have already voluntarily taken out their land without the need of preparation. The idea of “late reform is worse than early reform” is unrealistic and unfounded. People who have this view because they underestimated the inevitable resistance of the landlord class to the land reform and overestimated the so-called overall situation. I do not know that the victory of the revolution can reduce the resistance of the landlord class but will in no way absolve the landlord class completely Give up resistance. In order to overcome the resistance of the landlord class and to be adept at overcoming such resistance, leaders of the land reform should be completed in an orderly manner, and only after the masses and cadres are fully prepared can they be accomplished. Today, the land reform work of 50 million people in the area can be done as planned and the first triumph will be achieved, which will greatly help the triumph of the third batch of land reform in the second batch.
