中小工业企业在国民经济中占有举足轻重的地位。全国37万7000个工业企业中,小型企业就有37万2253个,占98.7%,小企业的工业产值约占全国工业总产值的70%。努力提高中小企业经济效益,对于实现翻两番的宏伟目标有着重要的意义和作用。一般地说,提高企业经济效益的途径主要有两条,一是技术改造,二是加强经营管理。就目前的情况来看,中小企业存在的管理水平低、甚至管理混乱现象与大企业比更为突出,严重影响了企业发展和经济效益提高。中小企业管理水平之所以低,一个重要的原因就是企业领导人及有关管理人员的经营管理水平低,领导体制与企业社会化大生产和现代化建设不
Small and medium-sized industrial enterprises play a decisive role in the national economy. Of the 377,000 industrial enterprises in the country, 372,753 are small enterprises, accounting for 98.7% of the total. Small-scale industrial output accounts for about 70% of the country’s total industrial output value. Efforts to improve the economic efficiency of SMEs are of great significance and role in achieving the ambitious goal of quadrupling. Generally speaking, there are mainly two ways to increase the economic efficiency of enterprises: first, technological transformation; second, strengthening management. Judging from the current situation, the existence of low-level management of SMEs and even management confusion is more prominent than that of large enterprises, which has seriously affected the development of enterprises and the improvement of economic efficiency. An important reason for the low level of management of SMEs is the low level of business management of corporate leaders and relevant management personnel, and the lack of leadership system and corporate socialization in production and modernization.
