本届哈洽会是在“十五”的起步之年召开的第一次哈洽会,也是进入二十一世纪后的第一届哈洽会。为进一步加快科技兴贸战略的实施,推动高新技术产业的发展,确保我省“十五”期间跨越式发展目标的实现,省领导、有关部门、大会主办机构对科技展团的参展都给予了高度的重视和支持,决定由省科技厅牵头组成黑龙江科技展团,邀请俄罗斯有关单位,以先进适用的高新技术项目和产品为主要内容,拿出中心展馆的中心展区进行中俄高新技术展览交易。
