尽管国有企业在建立现代企业制度方面进行了大量的探索,但这些探索大多是局部的,缺乏系统性和全面性。与国有企业以前进行的人事制度改革、劳动用工制度改革、分配制度改革等单项、局部的改革调整相比,唐山矿业分公司创建的RMDC企业管理模式将国有企业管理机制制度体系的全面系统改造纳入自己的视野,将高层管理、中层管理和现场管理与操作进行统筹考虑,并在这个基础上形成了一个整体的探索方案。
