府谷县前石畔村在十一届三中全会以来,解放思想,开拓前进,深化改革,发展集体经济,两个文明一齐抓,取得显著成就,被誉为“陕北第一村”.前石畔村位居府谷县城郊,142户人家,580口人,180亩地,人均3分.这个村从解放到文化革命期间,因土地少,人口多,群众生活很困难.七十年代国家在黄河岸上筑堤淤地,增加了部分土地,又修了不少梯田,粮食有所增加.但随着府谷城镇和工业建设占地较多,群众的生活和出路成了问题.这期间,他们也绞尽脑汁,办过一些集体小型工副业,但收入有限,对庞大的集体来说,犹如杯水车薪,无济于事.这种局面一直延续了好几年.1980年府谷全县推行家庭联产承包责任制,土地承包以后,前石畔的集体财产和13万元现金没有分.他们就靠这个本钱,抓住改革开放的机遇打开了致富之门.
