以澳大利亚研究理事会(ARC)的“合作计划”为例,考察国家科学资助机构促进产学研合作机制路径及其运行特征,对我国产学研合作机制进行了政策分析。ARC主要通过机构、项目、科研环境和产业导向等4个方面促进产学研合作,在机制运行方面形成了重视制度保障、强调产业发展导向、加强科研基础建设和进行高强度、连续性的资助。
Taking Australian Research Council (ARC) 's “cooperation plan” as an example, this paper examines the paths and operational characteristics of the national mechanism for promoting cooperation among industry, universities and research institutes and conducts policy analysis on the cooperation mechanism of industry, university and research institutes in China. ARC mainly promotes cooperation in production, learning and research through four aspects: institutions, projects, scientific research environment and industry orientation. It has laid emphasis on system guarantee in mechanism operation, emphasized industrial development orientation, strengthened scientific research infrastructure and conducted high-intensity and continuous funding.
