党的干部是党的事业的骨干,是实现党对社会主义现代化建设事业领导的决定力量。在新的历史条件下,按照党的基本路线的要求,坚持干部队伍“四化”方针,提高干部队伍素质,培养和选拔大批德才兼备的领导干部,把各级领导班子建设成为坚决贯彻党的基本路线、全心全意为人民服务,具有领导现代化建设能力的坚强领导集体,是新时期加强党的建设的重要任务。
The cadres of the party are the backbone of the party’s cause and the decisive force for realizing the party’s leadership over the cause of socialist modernization. Under the new historical conditions and in accordance with the requirements of the party’s basic line, we must adhere to the principle of “four modernizations” in the ranks of cadres and improve the quality of the cadres and train and select a large number of leading cadres who have both ability and integrity and make the leading bodies at all levels resolute. Implementing the Party’s basic line, serving the people wholeheartedly and having a strong leadership group that leads the modernization drive is an important task for strengthening party building in the new period.
