对于“效率和公平”的关系,近20年来,我们一直强调“效率优先、兼顾公平”。这种观点被称为“优先、兼顾”论。改革的实践表明,克服“大锅饭”、“平均主义”之类的痼疾,“效率优先”,可谓一剂良药。最近由中共中央印发的《公民道德实施纲要》强调“坚持注重效率与维护社会公平相协调”,“要把效率与公平的统一作为社会主义道德建设的重要目标,在全社会形成注重效率、维护公平的价值观”。在这里我们不妨把这种提法称之为“协调、统一”论,以明显区别于“优先、兼顾”论。有人觉得,用“协调、统一”论,替代“优先、兼顾”论,是一种“倒退”,有回到计划经济时代的“平均主
