各煤管局,省(区)煤炭厅(局、公司),各直管矿务局(公司),北京矿务局,华能精煤公司,华晋焦煤公司,伊敏煤电公司: 为了加强煤炭工业行业管理,依法整顿煤矿开采秩序,保证煤炭工业的健康发展,《煤炭生产许可证管理办法》和《乡镇煤矿管理条例》这两个法规,已于1994年12月20日由李鹏总理签署国务院发布实施。这两部重要的煤炭行政法规的出台,标志着国家对煤炭工业实行行业管理和宏观管理已经进入了法律化、制度化的新阶段。为了认真学习、宣传和贯彻实施《煤炭生产许可证管理办法》和《乡镇煤矿管理条例》,现就有关问题通知如下:
Coal Mining Administration Bureau, Provincial (District) Coal Bureau (Bureau, Company), Each Directly Managed Mining Bureau (Company), Beijing Mining Bureau, Huaneng Refined Coal Company, Huajin Coking Coal Company, Yimin Coal and Electricity Company: To strengthen The management of the coal industry industry, rectifying the coal mining order in accordance with the law, and ensuring the healthy development of the coal industry, the “Administrative Measures for Coal Production Licenses” and the “Township Coal Mine Management Regulations” were signed by Li Peng on December 20, 1994. The State Council issued the implementation. The promulgation of these two important coal administrative laws and regulations indicates that the state has implemented the industry management and macro management of the coal industry into a new stage of legalization and institutionalization. In order to conscientiously study, publicize and implement the “Administrative Measures for Coal Production Licenses” and the “Administrative Regulations for Township Coal Mines”, the relevant issues are hereby notified as follows:
