把水土保持列为基本国策是党中央、国务院从中华民族长远利益和根本利益出发而作出的战略选择。最近,江泽民总书记、李鹏总理又对新形势下的我国水土保持工作做了重要指示,对于如何搞好新时期水保工作发出了新的战斗号召。这充分说明水土保持这一基本国策在我国社会经济发展中的地位和作用,说明了党中央、国务院对搞好水保工作特别是西北地区的水保工作的关心和重视,说明了党中央、国务院对关系到我们民族生存发展大计的水土保持工作的高瞻远瞩和搞好水土保持工作的信心与决心。我们一定要从战略的高度把这项工作抓紧抓好。
