近年来 ,随着刑事案件立案不实问题的初步解决 ,治安案件统计数据却出现了严重的“缩水”现象 ,“缩水量”呈逐年增加的趋势。究其原因 ,主要有治安案件立案不实 ,认识上存在偏差 ,治安业务块块分割 ,警力不足 ,统计机构不健全、统计人员匮乏 ,监督检查不力等方面的主客观因素。为切实解决这一问题 ,一是要解放思想 ,实事求是 ;二是要求真务实 ,取消不合理的考核指标 ,加强监督检查 ;三是要规范程序 ,理顺关系 ;四是要加强统计队伍建设 ,提高统计队伍素质。
In recent years, with the initial settlement of the false criminal case filing, the statistics of public security cases have experienced a serious “shrinkage” phenomenon. The amount of “shrinkage” has been increasing year by year. The reasons are mainly the subjective and objective factors such as the filing of law and order cases inaccurately, the deviation in understanding, the division of public security business, lack of police force, imperfect statistical agencies, lack of statisticians and ineffective supervision and inspection.
