各区、县人民政府,番禺市人民政府,市府直属各单位:现将省人民政府办公厅《关于转发国务院办公厅转发国家地震局关于一九九二年及未来几年地震趋势和防震减灾工作意见报告的通知》(粤府办[1992]45号)转发给你们,并结合我市情况提出如下意见,请一并贯彻执行。一、各级政府必须加强对防震抗震工作的领导。我市虽然没有列入我国地震重点监视防御区,但地处我国东南沿海地震带,地质构造复杂,存在“广州——从化断裂”、“广州——三水断裂”、“瘦狗岭断裂”、“天河——北亭断裂”、“白泥——沙湾断裂”、“化龙——黄阁断裂”、“文冲断裂”等多组不同方向的活动断裂带,抗震设防烈度为七度,加上目前地震预报尚未过关,对震情不能掉以轻心。二、要建立和健全区、县(含番禺市)防震抗震领导小组及办公室机构。至今仍未成立防震抗震领导小组及办公室的个别区,要抓紧组建。各区、县(含番禺市)的编制、人员,办公地点、经费与手段要逐一落实。三、区、县(含番禺市)的地震领导小组办公室,在一旦发生严重破坏性地震时,即作为区、县(含番禺市)级政府抗震救灾指挥部的办公机构。
