〔目的〕 阐述白云机场口岸防制严重急性呼吸系统综合征 (SARS)卫生检疫应急反应机制的特征 ,总结其成功经验并提出建议 ,为口岸预防和控制烈性传染病的传播提供管理范例和科学规律。〔方法〕 描述了 2 0 0 3年初为防制SARS ,白云机场口岸所确立的卫生检疫应急反应机制的内容、形成过程、运行情况和发挥的作用 ,并总结分析了该机制所取得的成效。〔结果〕 以疫情分类管理为特征 ,以健康筛查和检疫监测为工作核心的白云机场口岸防制SARS卫生检疫应急反应机制在口岸卫生检疫实践过程中得到确立、完善并有效运行。〔结论〕 确立一个发展的防制SARS国境卫生检疫应急反应机制 ,是预防和控制SARS这类全球性、烈性传染病通过口岸传播的一项重要的公共卫生措施
[Objective] To describe the characteristics of health emergency and quarantine emergency response mechanism of prevention and control of severe acute respiratory syndrome (SARS) at Baiyun Airport port, summarize its successful experience and make recommendations to provide management paradigms and scientific laws for preventing and controlling the transmission of sting disease . [Method] Describes the content, forming process, operation and role of the emergency response mechanism for health and quarantine established at the port of Baiyun Airport for the purpose of SARS control in early 2003, and analyzes the effectiveness of the mechanism. [Results] The emergency response mechanism of health and quarantine of SARS controlled by Baiyun Airport Port, which takes health screening and quarantine inspection as its core work, is characterized by epidemic classification management. It has been established, perfected and effectively operated in the process of quarantine inspection at ports. [Conclusion] Establishing a developed emergency response mechanism to prevent and control SARS border health quarantine is an important public health measure to prevent and control the spread of severe infectious diseases such as SARS across the border
