继涉企业行政审批事项改革成为社会热点后,公众开始把目光投向关乎人们日常生活的行政审批事项——证件多、办证难问题。2014年年初,在地方“两会”上,广州市政协委员曹志伟提交的提案,梳理了各类证件、证明数百个,并制作了长达3.8米的“人在证途”画卷,直观展现出中国人办证的繁冗和不易。有学者认为,除了办证过程中的各道门槛,有的背后是利益作祟,每个证件功能单一也是造成“证多多”、办证难的原因。目前,有的地区正在推行部门之间信息共享,但愿“一证通天下”能早日到来。
