武汉市粮食公司是经营平议价粮食调拨、储存、批发业务的大型专业性公司,下属17个独立核算单位,年经营量约45亿斤。该公司为理顺各种经济关系,加强资金管理,搞好与承包经营相适应的配套改革,于1988年7月1日正式成立了内部银行。现将主要作法简介如下: 1、集中贷款。改原来12个单位分散贷款为内部银行统一贷款,撤销这些单位分散在五个区开户的贷款户,保留支付少量费用的结算户。银行划拨信贷指标集中到内部银行,由内部银行根据省市粮食局下达的粮食调拨计划,向开户行提出贷款申请,这样既有利于减少银行信贷资金,避免盲目贷款,又可以使企业少贷款,控制利息开支。2、集中管理。内部银行实行统一贷款后,不是对所属单位的存款放任自流,而是通过核定存款额度、控制开支、加强管理,原先有的单位存款高达600万元,十二个库站最高存款达2,000万元。通过核定额度后,大的单位最高为10万元,小的单位为5万元,超过定额部份一律划转到内部银行,由内部银行集中使用,调剂余缺,银行存款迅速下降60%。

After the quota has been approved, the maximum unit is 100,000 yuan, and the small unit is 50,000 yuan. The over-quota portion will all be transferred to the internal bank. The internal bank will use it centrally to adjust the deficiency, and bank deposits will quickly drop by 60%.
