作为计划经济时期国家的原材料和基础工业基地,过去很长时间,辽宁的眼睛是向内的。偶尔向南、向大海有那么一瞥,到了鞍钢也戛然而止,不再瞻望。坐拥大海却视而不见,大海当然不会主动馈赠于你,辽宁的发展和辽宁人的富裕,也就只能一厢情愿。从这个角度说,中共辽宁省委和省政府提出的“五点一线”战略,确实具有历史性和人本性的开辟意义——向大海要发展给辽宁,向大海要富裕给民生!今年初,从辽宁省十一届人大一次会议传出消息,辽宁正积极争取将“五点一线”纳入国家发展战略。到那时,不仅仅是辽宁,整个东北都会因此而受益!
