一、经济发展战略的制订,必须从实际出发,因地制宜,层次分明,梯度推进 1990年4月全国人民代表大会通过的《香港特别行政区基本法》明文规定按照“一个国家,两种制度”的方针来治理香港,明确指出:“香港特别行政区不实行社会主义制度和政策,保持原有的资本主义制度和生活方式,50年不变”,并实行“港人治港,高度自治”。因此,香港的经济发展战略需由香港特别行政区政府拟定。我们的方针和原则,是保证和促进香港的继续稳定、繁荣和发展,同时利用香港来促进深圳、珠江三角洲、全广东乃至全国的经济稳定、繁荣和发展,决不干预香港依照基本法的种种活动。对香港的经济发展战略抉择问题,我们决不越俎代庖。 香港被称为“亚洲四小龙”之一,经济发达,实力雄厚,是历史形成的国际金融中心、贸易中心、航运中心、信息中心和旅游中心,与世界各国(地区)有千丝万缕的关系和联系。香港人素有爱国爱乡热忱,对祖国的革命和建设事业做出了巨大贡献。香港也是中西文化融合在一起、经济自由、民主度
I. The formulation of economic development strategies must proceed from reality and proceed according to the local conditions, with distinct levels and gradient. Our policy and principle are to ensure and promote the continued stability, prosperity and development of Hong Kong. At the same time, Hong Kong should be used to promote economic stability, prosperity and development in Shenzhen, the Pearl River Delta, all of Guangdong and the entire country. We must not interfere in Hong Kong’s activities in accordance with the Basic Law . We will never over-ride the issue of Hong Kong’s economic development strategy choice. Hong Kong is known as one of the “Four Little Dragons in Asia.” With its prosperous economy and strength, Hong Kong is an international financial center, a trading center, a shipping center, an information center and a tourism center. It is inextricably linked with other countries in the world Relationship and contact.
