当前,随着海峡西岸农村城市化发展和大开发大建设的推进,各种利益矛盾交错、凸显,失地退养农(渔)民的转产转业安排、外来人员的大量涌入、工程建设中的利益冲突、公共领域宗族势力的复苏等使群体性事件频发,刑事案件逐年递增,严重影响农村地区的和谐稳定。因此,海峡西岸农村未来发展的机遇和当前所面临的挑战对检察工作提出了更高的要求,要求检察机关应自觉将本职工作融入新农村建设的大局,不以检察论检察,不就办案论办案,通过全面正确履行法律监督职责,有效化解矛盾纠纷,妥善处置群体性事件,维护社会和谐稳定;通过综合运用打击、监督、预防和保护职能,提升服务社会主义新农村建设的执法水平,努力创造和谐稳定的社会环境和公正高效的法治环境。
