Chapter I General Provisions Article 1 These Measures are formulated in order to strengthen the management of the establishment of an excellent tourist city in China (hereinafter referred to as excellence), improve the modern tourism function of the city, and promote the economic development and social progress of the city. Article 2 The National Tourism Administration shall set up a steering committee to establish an excellent tourist city in China (hereinafter referred to as the “excellent” committee), which shall be responsible for guiding the development of excellent work across the country. The excellent team will receive the guidance of the steering committee of the spiritual civilization construction of the Central Government and may take relevant departments to participate.
