在全球范围内有若干主要致力于贸易自由化的区域性组织。在全部现有区域性组织中,欧盟是最大也是一体化程度最高者。它也是区域一体化方面最成功和最先进的尝试。与大多数区域性组织不同,欧盟的宗旨不限于单纯的贸易一体化,其当前的一体化水平已经达到以单一货币作为支撑的货物、人员、服务和资本单一市场的程度。它已经超越了单纯的经济和货币合作,在刑法、外交和安全政策等方面为成员国制定共同规则。通往欧盟伟大成就的路上并非总是一马平川,最近的金融和财政危机就是证明。尽管很多区域性组织视欧盟为典范,但本文认为,对于任何区域性组织而言,选择性借鉴都好过全盘照搬欧盟模式。
There are several regional organizations that are mainly dedicated to trade liberalization around the world. Among all the existing regional organizations, the EU is the largest and the most highly integrated. It is also one of the most successful and advanced attempts at regional integration. Unlike most regional organizations, the EU’s objective is not limited to mere trade integration, and its current level of integration has reached the level of a single market for goods, people, services and capital backed by a single currency. It has gone beyond mere economic and monetary cooperation and has developed common rules for member states in criminal law, diplomatic and security policies. The road to the great achievements of the EU has not always been a success, as evidenced by the recent financial and fiscal crisis. Although many regional organizations regard the EU as an example, this paper argues that for any regional organization, selective reference is better than a full copy of the EU model.
