随着世界政治文明的发展,加强宪政建设已成为各国民主政治建设的重要内容。宪政意味着政府应该是一种“有限政府”,因此,建立有限政府是我国宪政建设和民主政治建设的必然选择。本文将从政府行使的权力的来源,政府行使权力的目的以及政府行使权力的方式三方面来阐述洛克的有限政府论,从而为我国的宪政建设提供一点启示。
With the development of world political civilization, strengthening constitutional government has become an important part of the construction of democracy in all countries. Constitutionalism means that the government should be a kind of “limited government”. Therefore, the establishment of a limited government is the inevitable choice for the construction of constitutional government and democratic politics in our country. This article will elaborate Locke ’s theory of limited government from the three aspects of the source of the power exercised by the government, the purpose of the government exercising the power and the way the government exercises its power, so as to provide some enlightenment for our country’ s constitutional construction.
